It would be fairly difficult to find a "cinderella ball" mother of the bride dress for under a thousand dollars Canadian even on sale in the cheapest city in the country. Under a hundred - I think you're asking for far too much for far too little unless you check Goodwill or the Salvation Army, and I mean that seriously - people do donate evening clothes to Goodwill. Even the cheapest full outfit (as opposed to just a jacket) at Sears Canada is $149, and that's very plain and nothing like what you want.
If you don't want to try at Goodwill, then increase your budget to at least $500 and forget about the Cinderella theme. It is in bad taste to make the mother of the bride dress according to a wedding theme anyway.
